The first time police officer Wendell Metzler crossed paths with Ryan Forbes, they were grappling late at night in a back yard, somewhere just off of West Main Street in New Holland, Pennsylvania. Wendell had Ryan in a headlock. When Ryan tried to slip away, Wendell unleashed his pepper spray, and they both ended up in the hospital. This was just the beginning.
